What Patients Should Know and Ask Regarding Home Care Companies

The Bleeding Disorders Association of Northeastern New York, Inc., a member organization of the National Hemophilia Foundation, represents individuals with congenital bleeding disorders in 22 counties in the Hudson and Mohawk Valleys and the Adirondack Mountains, as well as parts of Vermont and Massachusetts. While the Association supports the comprehensive care model embraced by hemophilia treatment centers and does not affiliate itself with or accept funds from home care companies, it does, as an advocacy organization, understand the need for home care support of some members.

In an attempt to assist members in making an informed decision regarding home care companies, members are encouraged to ask the following questions, based on the "Standards of Care Law" that was passed in 2000 (Senate Bill 786) through the efforts of the Hemophilia Association of New Jersey.

Home care companies should be asked whether they adhere to the following standards of care:

  1. Prohibitions on substitution of blood products without prior approval of the attending physician.
  2. The ability to provide all brands of clotting factor products and all needed ancillary supplies.
  3. The ability to deliver prescribed blood products within three hours for emergency situations and maintenance of a 24-hour on-call service to accommodate this requirement.
  4. Demonstrated experience with and knowledge of bleeding disorders and management thereof.
  5. Demonstrated record keeping ability, and the ability to expedite notification of product recalls.
  6. The ability to assist covered persons in obtaining third party reimbursement.
  7. The ability to provide for the proper removal and disposal of hazardous waste pursuant to state and federal law.
  8. The ability of the home care company to provide assistance once a client's insurance coverage is exhausted.
